Fox will play former Foreign Secretary and Prime Minister Lord Palmerston while Fleetwood will play Feodora, Victoria's mysterious sister. Also joining the season are Lily Travers as the Duchess of Monmouth, and John Sessions will play Prime Minister John Russell. David Burnett, Nicholas Audsley, and Emily Forbes will also all appear but their roles haven't been revealed. I can't help but imagine a fan fiction scenario whereas Prince Phillips finds the Tardis, and travels back in time to take Queen Victoria on a time travel adventure...
