(Some references give the date of this speech as Sept. 30, 1862.)

Bush signed a bill to prevent a government shutdown, but lambasted Democrats controlling Congress for sending him the stopgap measure while they continued to work on more than a dozen spending bills. Actress Lois Maxwell, who'd starred as Miss Moneypenny in 14 James Bond movies, died in Fremantle, Australia, at age 80.
One year ago: Germany kept alive hopes that the 17-nation euro currency could survive the debt crisis as lawmakers in Europe's largest economy voted overwhelmingly in favor of expanding the powers of the eurozone's bailout fund. Phillip Matthew Hannan, the former New Orleans archbishop who eulogized President John F. Kennedy and who served more than three decades as the popular leader of his Roman Catholic archdiocese, died on the 47th anniversary of his ordination.

Ten years ago: A video surfaced showing Kenneth Bigley, a British hostage held by Iraqi militants, pleading for help between the bars of a makeshift cage. (Bigley was later killed.) The privately built SpaceShipOne rocket plane hurtled past the edge of earth's atmosphere, completing the first stage of a quest to win the $10 million Ansari X Prize.

Five years ago: New York City terrorism suspect Najibullah Zazi (nah-jee-BOO'-lah ZAH'-zee) pleaded not guilty to conspiring to use weapons of mass destruction in what authorities said was a planned attack on commuter trains. (Zazi later pleaded guilty to charges including conspiracy to use weapons of mass destruction and supporting al-Qaida.) Former Democratic fundraiser Norman Hsu (shoo) was sentenced in New York to more than 24 years in prison for his guilty plea to fraud charges and another four years and four months in prison for his conviction at trial for breaking campaign finance laws; he's due to be released in 2030. A tsunami killed nearly 200 people in Samoa, American Samoa and Tonga.

One year ago: NASA's newest delivery service, Orbital Sciences Corp.'s unmanned cargo spacecraft Cygnus, made its first-ever shipment to the International Space Station. Some four dozen people were shot to death at an agricultural college in Gujba, Nigeria, in an attack blamed on Boko Haram. A car bomb tore through a market in Peshawar, Pakistan, killing at least 41 people. On the last day of the season, Miami's Henderson Alvarez pitched one of baseball's most bizarre no-hitters. Alvarez celebrated in the on-deck circle when the Marlins scored on a two-out wild pitch in the bottom of the ninth inning to beat the Detroit Tigers 1-0.

1 year ago in 2017: Tom Price resigned as President Donald Trump's secretary of Health and Human Services amid investigations into his use of costly charter flights for official travel at taxpayer expense. The United States warned Americans to stay away from Cuba, and ordered home more than half of the American diplomatic corps there; the administration began referring to the mysterious health ailments affecting Americans there as "attacks" rather than "incidents" but acknowledged that neither Cuban nor US investigators could figure out who or what was responsible. San Juan Mayor Carmen Yulin Cruz accused the Trump administration of "killing us with the inefficiency" after Hurricane Maria.

In 1989 - Bruce Springsteen stopped in a small salon in Prescott, AZ, and played a few songs with the band. He overheard a woman talking about financial problems concerning her medical bills. A week later she received a check for $100,000 from Springsteen.
